Following mishaps which occurred at the 2018 TRA BALLS launch. The Tripoli Rocket Association (TRA) have issued a temporary moratorium on hosting Class III projects by unlicensed university students at it's launches. Although ESRA is not a chapter of TRA, and the SA Cup is not a TRA launch event, ESRA leadership have chosen to respect TRA's decision by deferring consideration of hosting any non-competing Class III demonstration flights at the 2019 SA Cup until after TRA conclude their investigation and publish new recommendations on this subject. ESRA leadership will likely have an opportunity to review these materials as they are drafted, and anticipate their publication sometime around the new year. This situation only impacts non-competing demonstration flights whose total installed impulse exceeds the FAA Class II Amateur Rocket Limitation Defined in Section 2.3 of the IREC Rules & Requirements Document (greater than 40,960 N-s), or whose predicted apogee exceeds 100,000 ft AGL. We regret the inconveniences we know this will cause, but expect our community to benefit from the experience in the long run. The lessons learned and guidance generated in this exercise should pave a clearer path forward which, if followed, will lead to greater confidence in and support for current and future university teams which carry out these ambitions responsibly.
